UPPSC PCS Selection Process

The selection process for the Uttar Pradesh Public Service Commission Combined State / Upper Subordinate Services (PCS) Examination 2026 consists of three stages:

  1. Preliminary Examination
  2. Main Written Examination
  3. Interview (Personality Test)

The final merit list is prepared based on the marks obtained in the Main Examination and Interview. Marks of the Preliminary Examination are not added to the final merit list.

Stage 1: Preliminary Examination

The Preliminary Examination is the first screening stage of the recruitment process. All candidates who successfully submit their applications are allowed to appear in this examination.

Preliminary Exam Pattern

The Preliminary Examination consists of two objective-type papers:

Paper Subject Nature
Paper-I General Studies-I Merit Based
Paper-II CSAT (General Studies-II) Qualifying

Paper-II is only qualifying in nature and candidates must secure at least 33% marks to qualify. The merit for selection to the Main Examination is prepared only on the basis of marks obtained in Paper-I.

Negative Marking

UPPSC follows a negative marking system in the Preliminary Examination.

  • Four options are provided for each question.
  • For every incorrect answer, one-third (0.33) of the marks assigned to that question are deducted.
  • Multiple answers marked for a single question are treated as incorrect.
  • No marks are deducted for unanswered questions.

Qualifying for Main Examination

Candidates who score above the cut-off marks in the Preliminary Examination are shortlisted for the Main Examination.

According to the notification, approximately 15 times the number of vacancies will be declared successful for the Main Examination.

Stage 2: Main Written Examination

Candidates who qualify in the Preliminary Examination must submit a separate application form for the Main Examination and pay the prescribed examination fee.

The Main Examination is the most important stage of the selection process because its marks are considered for the final merit list.

Purpose of Main Examination

The Main Examination evaluates:

  • Administrative aptitude
  • Analytical ability
  • Decision-making skills
  • General awareness
  • Writing ability
  • Knowledge of governance and public administration

Candidates are required to write descriptive answers. This stage tests both depth of knowledge and presentation skills.

Weightage for Research Scholars

As per the notification, eligible research scholars under the Chief Minister Fellowship Programme may receive additional weightage in the Main Examination as per prescribed rules.

Document Submission

Candidates must submit self-attested copies of educational certificates, mark sheets and category certificates along with the Main Examination application. Failure to do so may lead to cancellation of candidature.

Stage 3: Interview (Personality Test)

Candidates who qualify in the Main Written Examination are called for the Interview round.

According to the notification, approximately three times the number of vacancies are shortlisted for the Interview.

What is Assessed in the Interview?

The Interview Board evaluates:

  • Personality traits
  • Leadership qualities
  • Administrative suitability
  • Communication skills
  • Presence of mind
  • Decision-making ability
  • Awareness of current affairs
  • Understanding of social and national issues

The interview is not merely a knowledge test. It is designed to assess whether the candidate possesses the qualities required for responsible administrative positions in the state government.

Post Preferences

Candidates are required to provide their preferences for various PCS posts during the Interview stage. Once submitted, these preferences are treated as final and no changes are permitted later.

Verification of Original Documents

All original certificates and documents are verified during the Interview process. Candidates serving in Central or State Government departments must also produce a No Objection Certificate (NOC) from their employer.

Medical Examination

Candidates recommended for appointment must undergo a medical examination as prescribed under the relevant service rules. Final appointment is subject to being found medically fit.

Minimum Qualifying Standards

UPPSC has prescribed minimum efficiency standards for inclusion in the merit list:

Category Minimum Marks Required
SC/ST Candidates 35%
Other Categories 40%

Candidates securing less than the prescribed minimum standards are treated as disqualified and are not included in the merit list.

Final Merit List

The final selection is based on:

Final Merit = Main Examination Marks + Interview Marks

The marks obtained in the Preliminary Examination are used only for shortlisting candidates for the Main Examination and are not counted in the final merit ranking.
