Odisha Junior Teacher Eligibility Criteria |
Here are the education qualifications and requirements for two categories of teaching positions, Category-1 (for Classes I to V) and Category-2 (for Classes VI to VIII):
Category-1 (For Classes I to V):
(i) Education Qualifications:
- Option 1: A Higher Secondary (+2) or its equivalent with at least 50% marks and a 2-year Diploma in Elementary Education (by any name).
- Option 2: A Higher Secondary (+2) or its equivalent with at least 45% marks and a 2-year Diploma in Elementary Education (by any name), following the NCTE (Recognition Norms and Procedure) Regulations, 2002.
- Option 3: A Higher Secondary (+2) or its equivalent with at least 50% marks and a 4-year Diploma in Elementary Education (B.El.Ed.).
- Option 4: A Higher Secondary (+2) or its equivalent with at least 50% marks and a 2-year Diploma in Education (Special Education).
- Option 5: Graduation and a two-year Diploma in Elementary Education (by any name).
(ii) Additional Requirements:
- (a) Successful completion of the Odisha Teacher Eligibility Test-I (OTET-I).
- (b) Proficiency in the Odia language up to class-X or passing an Odia language test equivalent to the Matric standard conducted or declared equivalent by the Board of Secondary Education, Odisha, except for specific cases mentioned in Para 5.2.
Category-2 (For Classes VI to VIII):
(i) Education Qualifications:
- Option 1: Graduation and a two-year Diploma in Elementary Education (by any name).
- Option 2: At least 50% marks in either Graduation or Post-Graduation and a B.Ed. degree.
- Option 3: Graduation with at least 45% marks and a 1-year Bachelor of Education (B.Ed.) following the NCTE (Recognition Norms and Procedure) Regulations.
- Option 4: A Higher Secondary (+2) or its equivalent with at least 50% marks and a 4-year Bachelor in Elementary Education (B.El.Ed.).
- Option 5: A Higher Secondary (+2) or its equivalent with at least 50% marks and a 4-year B.A/B.Sc.Ed or B.A.Ed./B.Sc.Ed.
- Option 6: Graduation with at least 50% marks and a 1-year B.Ed (Special Education).
- Option 7: Post-Graduation with a minimum of 55% marks or equivalent grade and a three-year integrated B.Ed-M.Ed.
(ii) Additional Requirements:
- (a) Successful completion of the Odisha Eligibility Test-II (OTET-II).
- (b) Proficiency in the Odia language up to class-X or passing an Odia language test equivalent to the Matric standard conducted or declared equivalent by the Board of Secondary Education, Odisha, except for specific cases mentioned in Para 5.2.

After the last date of online application submission, a list of candidates for each category based on their first preference district will be published on the OSEPA website. Information on subsequent preference districts will also be available for each candidate.
Online Computer-Based Test: OSEPA or an authorized agency will conduct an online computer-based test, following the syllabus mentioned in the recruitment advertisement.
District-wise and Category-wise Draft Merit List: A draft merit list, organized by district and category, will be posted on the OSEPA website. This list considers candidates’ district preferences, followed by merit rank. In case of ties, the following criteria will be used: date of birth (older candidate given preference), percentage of marks in qualifying exams, and further educational qualifications. Government instructions will be followed if a tie persists. District preference will take precedence over merit for a specific post within a category and district.
Document Verification: Candidates on the draft merit list will be called for original document verification at their respective district headquarters. Required documents will be specified in the OSEPA website advertisement.
Failure to produce essential documents will result in rejection, and the candidate’s name will be removed from the draft merit list. Academic and training qualifications (or RCI registration certificates for Special Education candidates) must be acquired/issued on or before the last date of online application submission.
Preparation of District-wise Provisional Merit List and Approval: After document verification, a provisional merit list will be prepared for candidates on the draft merit list. Candidates on the provisional merit list and rejection list will have the opportunity to raise objections.
The provisional merit list will be approved by competent authorities at respective districts, following verification of original documents and considering objections within the specified time frame mentioned in the School & Mass Education Department’s activity calendar.
Publication of District-wise Final Merit List: The final merit list, organized by district, will be published on concerned district websites and the OSEPA website after approval by competent authorities.
Counselling: Candidates will be invited for school allocation through counseling by their respective districts. Separate notifications will be issued and displayed on district websites and the OSEPA website. Vacancies remaining due to lack of eligible candidates, rejections, or non-joining will be addressed in subsequent recruitment rounds as needed. No waiting list will be maintained.
