ABOUT MINISTRY OF DEFENCE

The Government of India is responsible for ensuring the security of India and every part of it. The Supreme Command of the Armed Forces rests with the President. The responsibility of national security rests with the cabinet.

This responsibility is exercised through the Ministry of Defence, which provides the policy framework and tools for the armed forces to perform their responsibilities with regard to the security of the country. The Defense Minister is the head of the Ministry of Defense.

The main function of the Ministry of Defense is to receive and inform Army Headquarters, Inter-Service Organisations, Production Establishments and R&D Organizations for implementation of policy directions of the Government on all matters relating to Defense and Security. It is also required to ensure effective implementation of policy directions of the Government and execution of approved programs within the allocated resources. The Ministry of Defense has four departments, the Department of Defense, the Department of Defense Production, the Department of Defense Research and Development, and the Department of Ex-Servicemen Welfare, and the Finance Department.

HISTORICAL BACKGROUND

In the year 1776 a military department was created in the Supreme Government of the East India Company at Kolkata, whose main function was to thoroughly examine and record the orders relating to the army issued by various departments of the East India Company government. The Military Department initially functioned as a branch of the Public Department and maintained a list of Army personnel.

According to the Charter Act of 1883, the Secretariat of the Government of the East India Company was reorganized into four departments, including a military department, each headed by a secretary to the government. The armies in the Bengal, Bombay and Madras presidencies served as the forces of the respective presidencies until April 1895, and from then on they were integrated into a single Indian army. For administrative convenience, it was divided into four Commands, namely Punjab (including the North-West Frontier), Bengal, Madras (including Burma) and Bombay (including Sindh, Quetta and Aden). The supreme authority over the Indian Army was vested in the Governor-General-in-Council, under the control of the Emperor, exercised by the Secretary of State for India. The council had two members responsible for military functions, one of whom was the military member, who looked after all administrative and financial matters, while the other was the commander-in-chief, who was responsible for all operational matters. The Military Department was abolished in March 1906 and was replaced by two departments, namely the Department of the Army and the Department of Military Supplies. The Department of Military Supplies was abolished in April 1909 and its functions were taken over by the Army Department. The Army Department was renamed as the Department of Defense in January 1938. In August 1947, the Department of Defense became the Ministry of Defense under a cabinet minister.

ORGNISATIONAL SET-UP AND FUCTIONS

After independence, the Ministry of Defense was created under the charge of a cabinet member and each army was placed under his Commander-in-Chief. In 1955, the names of the Commander-in-Chiefs were changed to Chief of the Army Staff, Chief of the Navy and Chief of the Air Staff respectively. The Department of Defense Production was formed in November 1962 to look after the research, development and production of defense equipment. In November 1965, the Department of Defense Supplies was created to formulate and implement plans for import substitution of defense requirements. Later these two departments were merged to form a Department of Defense Production and Supply. In 2004, the Department of Defense Production and Supplies was renamed as Department of Defense Production. The Department of Defense Research and Development was created in 1980. The Department of Ex-Servicemen Welfare was created in 2004.

The Defense Secretary serves as the head of the Department of Defense and is additionally responsible for coordinating the activities of the four Departments of the Ministry.

DEPARTMENTS

The main function of the Ministry is to formulate policy directions on defense and security related matters and communicate them to the three Army Headquarters, Inter-Service Organisations, Production Establishments and R&D Organizations for implementation. It is also necessary to ensure effective implementation of the policy directions of the government and execution of approved programs within the allocated resources.

The Department of Defence The Department of Defence is mandated with Defence of India including defence policy. It deals with Inter-Services Organizations, Defence Accounts Department, Coast Guard, National Cadet Corps, Border Roads Organisation, Institute for Defence Studies and Analysis, National Defence College etc. It is responsible for the Defence Budget, defence lands and cantonments, matters relating to Parliament, and defence cooperation with foreign countries.
The Department of Defence Production. The Department of Defence Production is headed by a Secretary and deals with matters pertaining to defence production, indigenisation of imported stores, equipment and spares, planning and control of departmental production units of the Ordnance Factory Board and Defence Public Sector Undertakings (DPSUs).
The Department of Defence Research and Development The Department of Defence Research and Development is headed by a Secretary. Its function is to advise the Government on scientific aspects of military equipment and logistics and the formulation of research, design and development plans for equipment required by the Services.
The Department of Ex-Servicemen Welfare The Department of Ex-Servicemen Welfare is headed by a Secretary and deals with all resettlement, welfare and pensionary matters of Ex-Servicemen.
The Department of Military Affairs This Department deals with the Armed Forces of the Union namely, Army, Navy and Air Force; Integrated Headquarters of the Ministry of Defence; the Territorial Army; Works relating to the three services etc. The Department promotes jointness among the three Services..
